Managing security and crowd safety around a major public event

Birmingham’s St Patrick’s Day Parade has been part of the city’s event calendar since 1952 and attracts visitors from Birmingham and further afield.

For the 2024 parade, the security operation needed to work around a large public crowd while supporting the movement of the parade, maintaining access and helping different operational areas function together.

The requirement extended well beyond supplying security officers.

The event needed a coordinated structure capable of managing licensed security, stewarding, supervision, rapid response, traffic management and operational support as part of one wider event plan.

One coordinated deployment across the event

The ISS operation was led by experienced event and crowd-safety management and structured across several levels of responsibility.

The deployment brought together different functions so security, stewarding and response activity could operate as part of the same command structure.

Security management

Experienced security and crowd-safety management personnel oversaw the deployment and maintained operational coordination across the event.

Supervisory officers

Supervisors provided the link between event management and personnel deployed across individual positions, supporting communication and responding to changing requirements on the ground.

SIA-licensed Door Supervisors

Licensed Door Supervisors provided trained security capability at positions where security intervention or licensed duties were required.

Event stewards

Stewards supported crowd safety, public movement and the wider operation of the event, maintaining a visible presence throughout the parade environment.

Rapid-response teams

Dedicated response personnel could be directed to locations requiring additional support rather than leaving individual positions without appropriate backup.

Traffic management

Traffic-management personnel supported areas where the public event, road movements and operational access interacted.

Operations support

Additional operational support helped maintain communication and coordination across the different elements of the deployment.

Managing different security functions as one event operation

The parade required personnel to operate across a changing public environment rather than from one fixed security position.

Management and supervisory teams maintained oversight of the deployment while licensed officers, stewards, response personnel and traffic-management teams worked across their assigned areas.

Supervisory coverage provided a route for issues to be escalated from individual positions and allowed resources to be redirected where additional support was required.

Rapid-response capability gave the operation flexibility to support developing situations without weakening established positions elsewhere.

At the same time, stewarding and traffic management supported the movement of people and the wider event programme.

The result was a security and crowd-safety operation structured around how the parade itself needed to function.

Strong operational leadership underpinned a deployment incorporating security management, supervisors, licensed security officers, response teams, stewards, traffic management and operations support.

For an event of this scale, the management structure was a central part of the operation. Different teams needed clear responsibilities, effective communication and the ability to respond as conditions changed throughout the event.

The Birmingham Irish Association entrusted Innovative Security Solutions with security and crowd-safety control for a landmark public event typically attracting around 70,000 visitors.
